Anyone know of a dusk to dawn sensor with a time option and movement sensor, IE on at dusk off at say 1 AM off at dawn, on with movement after dusk

I think you need to be clearer about what you're trying to achieve. Your three requirements above don't appear to me to stack up.

A typical outdoor lighting PIR will turn on with movement during the hours of darkness.

Client wants three outside lights controlled, on permanant at dusk, off around 1 AM, on by movement after that off at dawn, rather than assemble from a timer, Lux sensor and a PIR I thought a off the shelf item if available

If I were doing the job, I'd fit one of these:
Steinel Nightmatic Photocell Switch 3000 - Black
and one of these:
Spectra - 200 deg PIR Sensor 1kW Load - Black
in parallel.

The Steinel Nightmatic 'learns' the time over a period of days and knows roughly when to turn off at around midnight (adjustable), so no need to set or adjust the 'clock'.
