am testing a block of flats at the moment, was an old house converted into flats, each flat consists of 3 consumer units which are fed off one main consumer unit in each of the kitchens in each flat. Does each flat require a bond to the main incoming water of that flat. Their is only one supply into the whole building, tpn and the mains water is bonded where it comes in down in the basement
 
Ideally you would treat each flat as a electrical installation in its own right, so all extraneous conductive parts are then connected to the main consumer unit within each flat.Always best to reestablish the equipotential zone.

One issue dependent upon earthing arrangement, bonding to the flat consumer units may not be an option. So bonding all extraneous conductive parts where they enter, although not ideal, i see no real issues.

Though not a NICEIC fan they have a really good book out on earthing and bonding.

If I remember rightly one of the scenarios is just this bonding in a block of flats, and it shows you how to go about it.

GN8 gives a little further reading, though i think most guidance is from the ENA, G/87 off the top of my head. Basically it states to treat each flat as a electrical installation in its own right regardless of metering.
