a 16mm free to air sheathed cable can take 94amps, so that 100amp fuse though slightly over is I would imagine quite capable of taking the load.

But technically there is a chance that the cable can be put over it's Iz rating and so as a bum covering exercise I would code it a 2.

I assume it is an actual 100amp fuse in place, and not say a 60amp in an 100amp carrier, and these are the tails from the meter to the CU.
 
Following on from Malcom ,I've had the DNO out a few times to confirm the type /rating of fuses and on a few occasions to isolate supply and on most 100A labelled cutouts its turned out to be an 80A ,so you could request they check this(they are obliged to provide you with this information) ,which could mean the 16mm tails are ok
