They simply don't work on the inner wires of Cat5,

What a waste of money...

I'm talking about the strange 2 in 1 wire stripper/cutter that when you squeeze the inner axle shaft breaks and comes down to shear the insulation according to the size of wire you put in the clamps.

Cat 5!!! How long shall I be with you, how long shall I suffer you!

Why do you want to strip the inner cores of CAT5? Usually they are punched down in an IDC connector with a Krone tool.

If what you mean is that when stripping back the sheath, it damages the inner conductors, what you need is one of these:
