Yes,mechanical protection is always required if there is a chance the cables can get damaged
Now,you then have to ask the question, is it liable to be damaged in a dwelling ?

Probably not, unless there lives a lunatic going around whacking things with his sledgehammer,but that would mean there is more to worry about than installing the cables

Bad practice if its a new or modified install. Won't comply with the regs.

If there's a plasterer coming near your new cables I'd protect them!
