Mechanical protection for power cable come out from ground

am looking if there is a BS for that .
it necessary put mechanical protection (conduit ) for all power cable come out from ground

Would the environment justify mechanical protection be provided?
If the cables are buried in the ground do they not already have mechanical protection in the form of an armouring etc?
