Why can he not legally change it now, what is the legal basis for this? Why was it legal to change it without consultation prior to the agreed review date, what is the legal basis of that? What point therefore is the consultation period if it reports after the fact? How can the consultation therefore, legally change something after it has happened, if it can't be done prior?
