Has anybody seen this? on a single phase domestic install

ie Neutral to Earth link inside a DB to create a MEN connection?
 
Nope, only a TX neutral earth link at the main LV switchboard!! ...lol!! What your describing wouldn't comply with either past or present IEE regulations for a domestic installation.
