Anybody can they decide on this been to an installation in a caravan, they complain of a meter reading turn of all circuits from DB undo meter cover and see the meter still turns baffling I know, so upon closer inspection I see signs of an overload on live and neutral cables black,bubbling marks, etc do you think this could cause the meter to give a faulty reading due to increased resistance.?
 
The most likely explanation (assuming that you're confident everything is actually off) and where I would be looking first is simply that you have an insulation issue somewhere which is causing a fault current to run L-N, though we'd be talking very small amounts. Have you done an insulation resistance test between the two tails as they leave the meter (AFTER disconnecting them first!)? If that comes back OK, then your options are either 1) something is actually on when you think it isn't or 2) a faulty meter.

Langie, my earlier posts was for two reasons, firstly, as Marvo pointed out, wrong thread..secondly..your use of English.

Can anybody help me please. I have been to an installation at a caravan site because the owner complained that the meter keeps turning when the main isolator of the DB is switched off. I looked at the meter tails and found clear signs of overloaded cables because the ends of the phase and neutral cores are blackened and the insulation blistered. Do you think the meter could be reading wrongly due to the increased resistance of the damaged cables

If you had worded it something like that then i think it would be easier for people so give you a simple answer...

NO, clearly something else is being piggybacked on the feed between the meter and the caravan DB, this will cause the meter to still register a load after your DB is isolated. The damaged cores could be caused by either this additional load causing a serious overload issue, but equally it could be very poor connections at the meter which causes heating and thus the insulation damage your seeing. I would think reality is a mix of both, extra load that is causing the drawn and possibly a high or overload of the cores, and possibly dodgy terminations that are causing heat build up...

Regardless, this should be resolved asap as it is clearly dangerous.
