Hi

I have just removed an old bar heater from a bathroom and disconected the cables feeding it from the lighting circuit. Do I need to issue a minor works certificate for this?

really? it does not fall under an 'alteration'?

Im inclined to agree with you, as i would interpret the regs definition to just be about addition and moving of cables to be reused.
