If a like for like change is done but it's not in compliance with the new regs is a risk assessment always required?

Also where does the "like for like" terminology come from?
 
No hope of me issuing a MWC to change a cracked light switch. I doubt house owners issue themselves a MWC when they replace a light switch.

Do you also issue a MWC when you replace a customer's light bulb?
I can see why you're not bothered but in a commercial installation where there might be a high turn over of staff, insane members of the public around etc would you not want to know if a socket has been changed once every 2 years for the last 6 years? That sort of info is very handy and MWC is best way to record it

Not disagreeing with you but you make the assumption that, especially in a high turn over of staff scenario, MWCs are kept and can be found in two years time.

I've seen many, on outer appearances, competent and compliant additions. All with company sticker, labelled and dated that you expect has had a cert issued in its time.

As to see the certs for it and you may as well be speaking Swahili.
