I have just fitted an external light on a commercial property to illuminate a sign. The property has recently been rewired, and the circuit for the light (dedicated 6A) was fitted but not completed. Im guessing its going to be an EIC for the 1 circuit as I hd to install a switch and connect the existing wiring at both ends.

All fully tested, so I have all the necessary readings for either document. Downside is I could not see the whole of the wiring, wich I will duly note as pre-installed.

Yeah, a dead circuit isn't a circuit really, even if the cable was already installed. You have put the circuit into service, and so in effect you have created a new circuit, which warrants an EIC.
