Preparing for CU swap.

Flat in big old house, Cut-out approx 5 metres from meter room.
CU right above DNO board. TNC-S
Measured Ze - 0.00 Ω - PSSC/PFC (tails and EC 16mm² and only approx.2ft.long) 10kA according to meter (not sure if this is maximum meter can show, I suppose it is)

If I don't zero the meter (Fluke 1652) it reads 0.05 Ω and readings from accessories seem ok so assume meter is working properly.

I have not come across this before. Anybody help? Thanks.
