Am I right in thinking I saw a regulation that was that any motor over 0.375 kw had to be on a DOL starter?
I would suggest it needs overload protection, this can be achieved via a starter and very common practice, however I would like a bit more info from you so we can advise what's required, what size motor? what's it doing?
 
I'm an industrial apprentice so I do know about the overloads! :D I was Litterally thinking this at work, swear I saw a regulation about needing a starter! Must have been that it needed overload protection! Thank you guys! A friend was talking to me about that he had a 3hp or 2hp motor on a compressor made my memory jog!
 
The regulation you seek is 552.1.2

Motors over 0.37kw need to be provided with control equipment incorporating a means of protecting against overload.

Also compliance with section 537.5.4 is needed too.
