Not sure if you are familiar with this type of unit, you wouldn’t have as much fun making it, but I used one recently, looks like it would do your job out of the box with an integrated web page for real time monitoring

Yes gsm as in the cellular network, so it will send a text message or call a number when a fault is detected.

ah well no, maybe (definitely) not!
Made a little progress, decided to add battery backup.
This is just to get it up and running initially.
Got rid of mains relays and used 5v ones.
Sorted out a little charging circuit and change over for the battery.
Some year back there was a case of a young girl killed by being sucked down to the bottom of a pool when being emptied through the power drain...
