Mystery input to CU

I looked at a small semi yesterday and there was some very dodgy wiring.The pictures explain it better but before the electrician comes later, i'm curious as to what someone has done.Have they tapped off next door? (Sorry about the text on pics, it was written so the landlord would understand!)

If taken from next door, it is possible that breaker is on a different phase, i.e. you could see 400V between the breaker input and the ever so close cut-off busbar!

Just out of interest, if the brown wire does go to next door and the MCB also connected with the bus bar then what would happen?

The supplier will be down on you like a ton of bricks and yes it will be the fraud team.

My advice to you is contact the supplier NOW, before you touch ANYTHING

I have left it in the hands of the landlord and told tenant not to use that mcb. No idea what the landlord is going to do.He is sending his uncle to fit a new CU!

Well i was doing a new floor foe the landlord (i know the tenant) but he asked me to change a socket front.Thats when i found it was live with the main breaker off.
