gas engineer can't fit new heating programmer as I need a neutral connection on the back plate. Advised to get an electrician. How much would this cost or would it be better getting a new heating system?

How far is the programmer from the heating system, power supply etc?

you need to get an electrician have a look at it. a quote should cost nothing, and he/she can advise on what you need and the cost thereof.

A mains powered programmer requires a live and neutral to power itself and also switches the live back to your boiler or wiring centre.

If you only have a 2 wire system then simply buy a 2 wire programmer or programable room stat. These use a battery to power themselves and therefore don't require a neutral.
