In the opening post he wrote that the outhouse is a spur from the ring but that it feeds a double socket and then a spur for the light. So it is a spur from a spur.

Junction box feeding outhouse - it has one double socket with a fused spur off it for a light.

It's fused. Loads of garages/outbuildings/sheds have a spur coming from the house and then a FCU for a light.
 
The truth is,you will not know exactly what is required,with regards to any part of your property,until you see the agents sales requirements,and/or,what an individual purchaser requests.

There are no set rules,for what you will need to sell.Land and property gets bought and sold every day,with little or no inspecting...

Even standard agents contracts,can be swerved...i could show you a lovely looking property,up for sale now,at a hefty 700 large,that does not have possession of the gas or electric supply,has no permission for parking,has small plots within it's curtilage not owned,and the plot is in trust to a third party...

Sell your house by private treaty,to someone who is just happy the lights work,and it's happy days ;)
