No Access to incoming meter supply in block of flats

Was carrying out an eicr on a 2 bed flat. Unfortunately i was unable to gain access to the meter cupboard. What should i put down on the certificate? My gut says put it in the limitations but is this correct, or do i need to gain access ?

If you knew you would not be able to gain access and had agreed with the client that this would be the case then this would be a limitation on the EICR as agreed with client.
If you got there and found you could not get in then this would be an operational limitation. Door locked.

Overall this is a significant limitation as you cannot check some of the key characteristics (though of course you could get them by enquiry, Ha, Ha, Ha Ha) but if that is what the customer wants then that is what you give them. I might make a note in the covering letter that this is not ideal.
