Looking at a CU change for a young couple with kids.
There is no CPC on the lighting circuits, the cable is 2 core (red and black)
I have done a IR and continunity and all is ok, no borrowed neutrals
All the accessories are Class 2
The young couple don't have the budget to have the lighting circuits rewired.
I have got some no CPC warning lables for the CU and will state on the EIC that no CPC to lighting circuits, what readings do I put on the EIC for R1+R2 or R2?

Slap a sticker on the consumer unit stating the lack of CPC on lighting circuit and that Class 1 fittings must not be used. Also ensure that back box lugs are of the insulated variety so that the 3.5mm box screws can not become live if a wire is damaged and pressed against the back box. There is also a recommendation in the ESC Best Practice Guide that a 30mA RCD should be fitted to provide additional protection. So long as you do all these things and note on any certificates that a CPC is not present then you have done as much as you can possibly do without carrying out a full rewire of the lighting circuit.
 
You could also use light switches which have plastic caps over the screws eg GET (ultimate if from TLC or wilts plus if from wilts).
 
If you can't obtain a reading that you should then it's defiantly a cross that goes in the box. so that would be a cross in ir n-e l-e. Also r1+r2, r2 and a cross in the zs box unless you state that you have carried out your zs via l-n on lighting circuits (which you will need to link out the rcd to obtain) and you will defiantly be needing to record comments on why the readings were not obtainable.Hope this helps.Carl
