Booked for a CU change, the customer rang me up today. When I do their change can I do a job for her neighbour. The neighbour has recently had a new CU but the "electrician" who did it said he could only give her a partial certificate because the property wasn't earthed. WTF???

The message may have got garbled in the retelling so I'll find out for sure what's going on when I get there.

sounds like a Electrical Trainee has managed to fit a CU without checking earthing.perhaps he was sleeping through the 10 minute lesson on earthing and bonding. how the hell has he managed to get any testing done then? see what the crack is and let us know.
 
Had a high ZE on a job I was doing . Reported to DNO guy came out within an hour checked and confirmed out of speck made report to office. Week and half later guys came out dug up road and so say improved Ze from 1.7 Ohms to 0.7 Ohms. Went back to job to complete tests disconnected 16mm earth from earth block and cable fell out of clamp. Phoned them up again and had a guy out in half hour who fits new clamp with lug. Says there you go I test with my 1730 and reading is 1.02 Ohms, I say still not right. He then speaks to his office and two days later another hole in the road and this time bonded across the joint and 0.2 Ohms was able to finish the testing only took couple of weeks with client on my back.

and this is why (and i`v said it before and i will say it..yet again) that a Ze should always be conducted upon being given the contract to carry out the works.....not during or after the install has been completed....
this gives time for any dodgy Ze to be dealt with....
