A friend of mine who is a plumber sent me this from a house where he was working. Looks like the MET is connected to the incoming supply with some sort of braid and nothing connected to it!

He said that a socket tester said all OK and that a few GY cables went direct into the CU, and could see earth clamps on the gas and water. I'm guessing the earthing for the whole installation is coming from that water clamp. Needless to say I told him to advise the home owner to get it checked pronto!!!

Anyone else seen similar? How could it have ever been left like that!!??!!

Advise he gets it checked pronto apart from the earth theres what looks like 16mm tails(Not DI) and what looks like 6mm coming off the live side of the meter (Possibly bypassing meter)

Looks like the ditributor has upgraded to an PME and consumer has not connected a Main Earth, the 6mm coming out the unmetered side of the meter is possibly for a econ7 changeover switch. for all we know the could be a 60A fuse in the 100A lucy.
