Just moved into a new apartment in darwin.. Call up telstra ( BT equivalent ) want internet etc. ohh sorry the darwin exchange is full and no more ports are available. I don't know much about telecommunications but come on.. There's people living in mud huts in Uganda with fibre optic broadband and you don't have any ports left , suppose that's australia for you
 
Had a comment like that from BT a few years ago about 2 days after my internet went off turned out one of the LLU companies had a customer who wanted internet and there was no ADSL connections left on the exchange so they stole mine. There was a positive outcome BT had to install more kit in the exchange and after 5 days got my internet back about 8 time faster than it was before and got 4 months phone and internet free as compensation for having no internet for seven days
So in your case it sounds like they can't be bothered putting in some extra kit in the exchange to give you what you want
 
Darwin has a population less than Watford and it's in the middle of nowhere. It doesn't surprise me that the infrastructure might need upgrading.
