The lamp holder looks brass, does that have an earth terminal.
Can you provide actual pictures of what you have, including the bits above the red line.There is an earthing boss in the base bellow year red line. There is no earth continuity between the bottom section and the rest of the fitting. The rest of the fitting is un earthed, the middle section is a fairly thin gauge tube separate form both the base and the lamp.

If you are running a cable up the column it probably doesn't require an earth to the column.

I'm still waiting for some pics.I don't see any reason that the middle section would need connecting to earth? If it is insulated from the earthed metal parts as you suggest then it presents no problem

Paint cannot be used as a means of insulation. If the cable if likely to become damaged to the point where live parts are exposed then it is not fit for purpose.
