Anyone help me I have 14 235w rec panels on 2 strings 7 per string but the inverter doesn't click on under normal light levels because of the voltage isn't enough per string can I put 8 panels on one string and 6 on the other to bump the voltage up for the inverter
 
I have done loads of pv installations. This is a job done by someone else it has a sunnyboy 3300 Which needs a stable voltage of 250 to start up but at 200 w/m2 the voltage is only about 240 and the inverter stays in grid monitor mode
 
Wrong inverter, end of story, add more panels or swap the inverter. Just Download and run it through SunnyDesign, you'll see for yourself the problem.

Sorry to sound so harsh but the system hasn't been designed properly and some poor soul is paying good money for it. The fact that you clearly do not have anyone at your firm that can answer this question is another worrying sign of where the industry is.

Matching an inverter is the very basics of PV design.
