As you have completed EAL levels 2 and 3 these are as far as I am aware part of the QCF qualifications for progression to the NVQ3.
If you are maintaining the EAL training route then one of the qualifications that is applicable to the electrical industry is:
EAL Level 3 NVQ Diploma in Installing Electrotechnical Systems and Equipment (Buildings, Structures and the Environment) (QCF)
QUALIFICATION CODE: 501/1605/8
If you are transferring to the City and Guilds training route:
I am not sure how or if this is possible, but the intent of the credit framework is that all the skills have their equivalents that can be interchanged so it should be OK, however talk to the college and check that the qualifications are transferable.
Then the course would be to use recognition of prior learning to complete the NVQ3 part of the Level 3 NVQ Diplomas in Electrotechnical Technology (2357)
There may be some course units you would need to take to transfer to this course.
According to summit skills these are equivalent qualifications, however if you are looking to gain an ECS card then it might be worth contacting ECS to ensure that they recognise that they are equivalent as the JIB are geared toward the City and Guilds qualifications, however they do recognise the EAL qualification as valid for the electrical industry.
Unfortunately I do not know too much about current learning plans and so forth so I hope this would be a guide to be able to enquire further.
