Don't expect to get very far. Others have tried and found a Catch-22 where if you have already complained to OFGEM then the Energy Ombudsman will refuse to take up a case.

What can we deal with Energy
 
maybe there should be a regulator that companies could complain to about the administration of the various schemes rather than the regulator being tasked with both running the schemes and regulating them.
