This from a PIR, Test Ref, B05, Oil Tank No Main Equipotential Bonding at Oil Reg 413-02-02
Test Ref B04, Propane No Main Equipotential Bonding at Propane Reg 413-02-02,
Provide EB,
Where would one attach bonding to these, apart from the Cylinders and fuel filter/shut off every thing is plastic Fuel oil pipes are plastic, right up to the boiler,
Gas pipes are that orange rubber stuff, So it's Metal regulator to rubber/ rubber to mainfold then copper into the building all they way to the range, So where can it be bonded that will bring it to zero potential,

The oil line is normally PVC covered copper and if buried is likely to be classed as an extraneous conductive part and will require main bonding...as with any other ECP it is bonded at the point of entry to the equipotential zone.
It is highly unlikely that propane bottles outside the building and connected to the gas services in the building by flexible rubber hoses will result in an ECP,and so wont require main bonding....If a remote cylinder with a buried pipe is the set up then it may well be an ECP.
That said if you are carrying out remedials on a current completed PIR you have no choice but to correct the 'defects' listed...which means bonding at the point of entry to the EZ or on the first available section of metallic pipe.

This PIR was carried out by another contractor, I was asked by the owner if I was willing to carry out the remedials to which I agreed, However it soon became apparant from the ammount of limitations & unable to test comments that a complete inspection was a must, and that the report was based around the bloody obvious, 3 board changes and substantial rewing later I am looking again at some of the report, your comments on the oil line are very much appreciated as as you other obsevations, I am submitting my original report and the actions to resolve departures to the client and the insurance providor as well as my conclusions re the original PIR
