Old cable

If old cable (I'm talking 70's) has an earth and ir tested at 500 v greater than 500 meg. Is this alright to tap onto using existing feeds loops and swich lines to install down lights throughout 29 over 2 circuits

Well not sure what the split of the loading will be but if you put 15 X 50watt onto one circuit that would be just over 3.3amps, would there be other lights on the circuit?

If your getting a good IR result on the cable then I can not see any problems with using it.

It would be preferable to install new cables for your 29 down lights, 40 year old cable would not be ideal IMO

As malcome has said ,you do need to assess the total circuit loadings you could use halers LED down lighters more expensive initially but you wont have any lamps to change low wattage and 7 year warrenty and the light output is better too

15 x 50 watt halogens = 3.3 amps 15 x 8 watt halers 0.5 amps
