I did post a link this evening to a web site that was given to me and it shows the difference of the proposed changes. It is very detailed and I understand that this was developed for NAPIT members. Although looking at the comparison table 43.3p vs 21p, we all might have to cut our cloth to suit to these numbers. However, I am still concerned how the Green Deal is been used as a natural barrier to stop solar installs? Do I read this right or have I got it wrong? Are we all to become Energy Assessors next year to get where we need to be? I don't know where my business is going - any body got a clear picture yet?

I think the picture is that the cost of achieving cat C for most people will be prohibitive, so this requirement will effectively be a barr for people installing solar PV to try and reduce their carbon footprint, which does seem rather counter productive to me!!
 
I would expect PV installers to employ a Domestic Energy Assessor - at about £50 a house - rather than become accredited themselves. There are already too many DEAs in the UK for the amount of work to go round so the last thing needed is more of them.

An EPC certificate is valid for 10 years once issued (unless the government are about to change the rules!) so anyone who has moved house in the past 3 or 4 years (they were introduced in August 2007 for England and Wales and October 2008 in Scotland) should already have one that is valid.

But this appears to be part of DECCs proposals that are not very clear yet and could be an area that changes.
 
The pV array counts towards the rating so unless they already have a C they will need another assessment anyway to see what needs doing in addition to fitting the PV
 
the values for year 25 dont seem correct, generating capacity x FIT income is wrong on the samples i tried, so there must be an error in the programming.
 
The EPC already comes with a list of improvements ('recommended measures') that can be carried out to the current situation. But I'm guessing that a final EPC will be needed to confirm that the required works have actually been carried out.

The example here http://www.communities.gov.uk/documents/planningandbuilding/pdf/319282.pdf shows a current F house with the potential to be a level C together with the measures needed to achieve that. This house would, next April, initially qualify for the 21p rate but would need to prove, within the following 12 months after the PV install, that all the work required to achieve a C had been completed.
 
So to achieve a 21p rate they have to spend £450 ish on cavity wall insulation because there isn't going to be any Cert discounts anymore, £2,500 ish on replacing their boiler and hot water stat. Assuming this can be sorted through Green Deal then I suppose payments don't have to be made right away and the Green Deal will have already covered the cost of the EPC. In theory what we need to be doing is riding on the back of Green Deal EPC's to keep costs down.

I can't see rural EPC's being done for £50 somehow and it's yet another cost to be added to an ever reducing profit. I just can't see how we can cover costs.
 
EPCs around here cost £40 with a further discount for multiple properties in the same area done at the same time. You can't get much more rural - except the north of Scotland.

When the time comes I'd advise setting up connections with DEAs in your area. They will bite your hand off for the work.
