I have a 15A external GFCI that tripped after a heavy rain. It's on a 4 GFCI circuit (3 interior GFCI outlets and 1 exterior GFCI outlet) and the exterior GFCI outlet is the last one on the circuit. I'm able to reset the other 3 interior GFCI outlets without any problem but the exterior GFCI outlet will not reset.

When I test the circuit breaker controlling the circuit it checks out OK. When I disconnect the exterior GFCI outlet and turn the circuit breaker back on I get 120 volts on the hot wire. But when I reconnect the exterior GFCI outlet it will not reset and still tests as open hot.

What could be the problem? By the way, the exterior GFCI outlet is brand new.

water ingress?
@telectrix made a good point but if it’s new then you have it wired incorrectly. The live cable coming in the box has to be terminated on the line side of the GFCI Receptacle and the same neutral has to be on the line side. It will not work if oits wired anyway else.
