If I install an outdoor socket does it have to be notified to the local authority and can I test it with a multimeter with out opening the cu ?

It doesn't need to be notified, but it does require testing properly and a minor works certificate issued. That won't be possible with only a multi meter

It does have to be notified if it is a new circuit. It does not have to be notified if it is an addition to an existing circuit.

All depends on the installation method mate.
If it's a new circuit then you have to notify it.
If you are extending it then no.
The circuit will have to be RCD protected.

Testing with the correct and callibrated equipment and certifying came long before Part P Des.

That depends on what you want to test?

If the multimeter is suitably rated for testing live mains then it could be used to measure the voltage at the socket,bjt that's about it.

I would like MFT but don't have £500 laying around just yet

You will need a MFT, although its not notifiable ensure an RCD is in place for the socket to be used for outdoor equipment. Also if its a certain tyoe of house make sure your not going to penetrate the membranes.
