I have a client asking for her freezer and tumble dryer and light to be sited in the outhouse. Old uninsulated outside toilet with store next to it.

easiest way is to SFCU from the nearest ring socket in the house, but the current draw is going to be too much.
not so easy is run cable from cu externally around house into outhouse.
hard way run cable from cu up into loft across house out of loft down wall and into outhouse.

Can I unfused spur off nearest ring socket in 2.5mm through into outhouse, double socket(RCD) in outhouse, freezer and tumble dryer plugged in, FCU off that socket for light with switch? Will this meet regs?

you could come off a |RFC socket to a 20A MCB ( in a suitable enclosure) then to the outhouse. double socket then FCU ( 3A) to lighting.

The 3A fuse is there to protect the current lighting. For additional power you connect from the non protected 3A fuse side.
