are there any guidelines to heights and angles that they should be put at? had somebody ask me as theyve got an issue with a neighbours light shining in there house, and i havent ever came across anything

I don't think I've ever come across any either.
In any case the most effective route to a resolution would be to politely speak to the neighbours, explain the problem and ask them nicely if they wouldn't mind adjusting the angle of the light.
... Or they could march down to the town hall and demand the neighbours be issued with asbos, as is the modern way.
