Sorry Jase but I've come across something similar.
A cottage is supplied overhead from a local works.[ElectriciansForums.net] Overhead Pme[ElectriciansForums.net] Overhead Pme
Not had chance to take any readings, so cant confirm if its TT or Tncs. My first impression is that its Tncs from the transformer but havnt seen the transformer. Time for a visit to the works engineer me thinks.

Forgot to say the supply then shoots off to feed another property.

Yes and it is in relation but a different set up. Its a situation I've come across and thought it would provide a good debate. Hope to get the answer over the next week or so.
 
looking at that earthing conductor direct from the cut-out makes it look like pme- TNC-S. have you looked for a PME label anywhere close?
 
Looks like a loop supply also so must be doing another house next door possibly. Its also concentric cable so most likely be a PME even though there's no label as the fuse is still sealed so the board have checked it at some point.

It loops out to feed another property.

Tel, labels?.............. its lucky to have electric, its in real banjo country up in them there hills.
 
After much efforts to contact the supply scource and find out whats what, I've failed.
So now its having a rod, thought it best not to rely on a doubtful supply earth.
Job done
