I’ve had an electrician rewire my house.
Is it normal for him to leave it like this…

Also, some switched were the wrong way round.

Is this normal to leave it like this for me to sort out or should they at least clean the plaster splashes off?

There’s even a splash of plaster on the lamp holder, which is some feat in itself.

I have to echo the above comments. Electricians are not plasterers…. You want the job done right, you get the right tradesperson to do each job.
Could have been a bit neater, though

After a closer look at the pics, it looks like the electrician HAS attempted to do the plastering, and has gone way past his skill set. If he wanted to make good, he should have used 'one coat', which is a lot easier for a non skilled person to get an acceptable finish, especially if wall paper is being added.
Not sure it was an attempt to make to a good finish, looks like just some rough bonding in readiness for the finishing coats/s to me. Though not the neatest of jobs, we don't know the full details on what was agreed etc... to comment on the sparky who did the job.
So long as the wiring and install is done correctly, to regs, and is certified and safe to use then unless it was agreed at some point the electrician was responsible for completing to a "finished" plastered condition then what has been left is generally accepted.

We seem to making an awful lot of excuses for the sloppy workmanship of this so called electrician, should not those that have defended hold themselves up to a higher standard?

If you go into someones home to do any job and leave it in that condition, then I think criticism is justified, IMO its called professionalism and pride in your work, but if you feel that is good work then it's up to you.

I sort of agree, either you leave it in a channel with some capping over it for a plasterer to make good later.
or
plaster to a standard that is good enough to paint over.

the devil is in the detail of what has been agreed beforehand.
