A contractor registered with one of the government-approved schemes can issue a Building Regulation Compliance Certificate to both the householder and Building Control and that will fulfil the requirements for work carried out".

Is this correct, you have to still send a copy of the certificate to building control, even tho you are registered to say Niceic or elecsa or does this only apply to Defined Scope? Or have i miss read this.

You have answered your own question where it states can issue a certificate to both householder and building control or at least thats my interpretation of it.
 
A contractor registered with a self certification scheme supplies (normally via the schemes website) a notification of compliance with the building regulations to the self certification scheme.
This information is then processed by the scheme so that they send the Building Regulations Compliance certificate to the householder and to Building Control.
