can someone explain part p to me , i am fully qualified in scotland but if i was to go down england to work would i need part p

you'd need to notify building control on certain work. e.g. in a bathroom, new circuits, CU change. this can be done at horrendous cost direct, or join a scam for £440/year.

Part P is just a building reg not a qualification as many think, you would however need to be a member of one of the scams to notify jobs you do( that is if they are notifiable) or you can go through building control but that costs a lot!

That is a commercial job so will not need to be notified to building control.
