I have Test equipment, Voltage Indicator and Digital Multimeter. Just not a Low reading Ohmeter and Insulation resistance meter. `

As already been mentioned numerous times, you are llacking essential basic test equipment and thus unequiped to solve this issue also i will head you on what i believe is a big suspect here in that im guessing one of the lighting control ballasts is faulting, it wont show on testing but also will work as normal until ballast has heated up sufficiently to expand its metallic structure where a fault is then created, this rings bells with the time to trip etc but to eliminate other possibilities you do require an IR tester and a clamp meter, its been mentioned several times and if you are qualified then im totally bemused why you cant grasp this and what exactly you expect to find fault wise with a multimeter and a volt tester.
A strange fault may get the better of even experienced electricians but what worries me here is you struggling with the concept of required test gear and why you would need them, to do this job i would expect you to be qualified yet your responses and blindness to some basics says otherwise, il agree with most on here and suggest you get a qualified sparks in with the correct tools and also get your head back into your books to understand why you cant achieve much with volt tester and multimeter in a situation like this.

Take this as constructive and not a dig at you, we do know we all start somewhere and have to learn our trade but you can't achieve anything when you lack the required gear.

It's London and i am not charging my Customer its a friend. BTW Thanks Darkwood that sounds logical i will try one heater at a time and give a visual inspection on the Patio heaters.
 
and beg, borrow or steal a bloody clamp meter.
 
as its your friend an your not charging him get him to buy you a clamp meter to sort his problem out or get a spark in to sort it! Cause you have no idea as people on here have tried to help you but your not helping yourself!!!
 
you can pick em up for £40 at most wholesalers.
