A few days ago I contacted the powers that be asking the mechanics of setting up a CPS. I got this reply today.

I think your view of the competence assessment of firms wishing to join a CPS for electrical installations does not take into account the requirement on the scheme operator to carry out an onsite assessment of the firm's work as well as the applicant firm being able to demonstrate competence at NVQ level 3.

So a career civil servant knows more about what's going on at the sharp end than all of us.
 
Ok so under their terms non of us should be doing testing should we?I mean if they say that a spark isn,t the best person to check another sparks work then who is? Oh yeah sorry its the clerk of works who served his time as a joiner! Beaurocrats dont you just love em?not
 
So I replied telling him that part of the problem as we see it is no one ever fails the assessment and no one ever gets kicked out for shoddy work.
Today he says
"The requirement is that installers should demonstrate competency at NVQ3 level not that they actually hold the qualification. I am aware through those failing and making a complaint to the department of at least a few failures at initial assessment and also be removed later from a scheme where random inspections have revealed a lack of competence.
The department is anxious that those installers who gain the right to self certify their work should be sufficiently competent to do so. The revised conditions of authorisation which are available at the link below should mean that competence is more closely assessed and monitored. In future UKAS will be checking that the conditions are being followed."
So a few have failed and a few have been removed from schemes when random inspection reveal a lack of competency, I wonder if these stats are available anywhere? But what random inspections? I'm under the impression that they tell you when they're coming and you show them the best jobs you have, Maybe I'm wrong there, correction anyone please.
Hooray though UKAS are on the case! I'll bet that puts the scheme membership fees up a bit.
 
So why should we pay and be inspected every year if they do random inspections which turn up shoddy workmanship. Surely this should be enough to ensure all future work is upto standard
