I did a peridodic inspection where the flat has 3 interlinked smoke dectectors which are hard wired in. They all ran out of date in Feb this year, What code would you mark this as?
 
Try reposting in the testing and inspection section the boys in there are good at this thing. I would mark it as requires improvement as it doesnt impact on the electrical safety only life protecting safety. You cant put a price on life show your client some u tube vids of fires and I am sure they will get them changed.
 
As smoke and heat alarms are not a requirement BS7671 (BS5839, BS5446, Building Regulation Part B, EGBR 10.2 may apply) the observation should not be given a PIR/EICR coding. You should include the un-coded observation in the report for completeness, I like to do this as an appendix to the main report.

I'll 2nd Marks post.

At most, give it a 4. A PIR is just I&Ting the fixed wiring installation, not what's attached to it. But as smoke alarms are quite important (I should know from being rescued from a burning house) you may choose to rate the fault higher.
 
The only possible way to code it is that it is not installed in accordance with manufacturer's instructions, presuming that they say that it must be replaced after whatever date.

No coding can be given without breach of a Regulation in BS 7671:2008 - that's what you're assessing.
 
I tend to have my coded Items first then a seperate list of "observations" ie things that dont come under codes BUT arent in keeping with the electrical safety of the installation
I do mainly commercial and some of the OBBS I put with N/A code are
no evidence of monmthly RCD testing
No emergency lighting in are of DB
No rubber matting at db
over use of extension cables ( ltho this could be coded if it overloads the socket )
Emergency lights out ,not lasting ( unless Em Lighting test is carried out at same time as PIR )
the list could go on but as said these arent coded
loads of other stuff can be added
