Hi Lads

I have a job to do next week which involves putting a photocell on outside lights.
There are 18 bollard lights and 2 tall street lights..
Should one photocell be enough with a contactor in the board?

Yes it will be adeqate.

The only load the contactor coil will be taking is the Sensor.

Let us know what type of lamps your using and how much load, picking a contactor and mcb/rcbo isnt as simple as you may think and you may end up with problems with the contactor burning out prematurely or nuisance tripping of the breaker, also the make of mcb as each manufacturer has different guidelines.
