I have measured 0.08 to 0.15 ohms between earth and pipework, which according to GN8 makes this extraneous, i guess its bonded inside the flats which i have no access to.

should these be bonded at the communal consumer unit as well?

No i installed the flexi (on banding) to cross the pipe work , they have twin and earth inside them, the tails are double insulated 19 strand flexi tails.
it’s in a communal cupboard so it needs to be somewhat tenant proof!
