Done a pir found all spots in lounge and dining room are not enclosed can type and have no fire hood etc, they are covered by thermal insulation its a flat roof with no access.

Do ppl put a code down for this on pir?

I would have said maybe code 2, tried niceic but cant get through so given up on them now.
 
there is no residential area above so they dont need to be fire rated it when there is accomadation above when they do need to be and fire rated is to replace the fire rating of the ceiling that the hole has been cut in , as long as its terminated its ok the only thing you do have is like you said it covered by insulation risk of over heating so you could put down risk of over heating due to insulation and give it a code 2
 
Code 2 it if you have any "Spends" on PIR you could use some of this to remove insullation personaly i would hate to leave it with insulation over fittings
 
I must admit having removed the spots i would remove some of the insulation to just to be on the safe side see way to many burnt out cables in the past caused by this , hence the reason why i always use a jb the to the down lighter in HR flex
