PIR or not to PIR ?

does anyone know why/how a PIR done by a 2391 spark (not part of a scheme) is acceptable to LABC and yet an installation cert done by the same spark(for notifiable work) needs to be backed up by membership to a scheme ? I understand that some work is notifiable , would it be acceptable to supply a PIR for property that has had notifiable work done to it a week before by another spark who the client says has left the country ?

yes, you can do a PIR, now called a eicr, for the installation. it's up to LABC to decide if a eicr is acceptable. but if the spark who did the work has left the country a week after, beware of what you may find. be especially thorough with your inspection/test.

I think what you need to do here is speak to the LABC and explain the situation see if they will accept it before you do it

Part P covers installation work, not Inspection and Testing.
A non-registered electrician can conduct installation work, and if they issue an EIC, then the LABC should accept it.
However the work would have to be pre-notified.
In some instances such as in situations that you have described, the LABC will accept either an EICR or an EIC for retrospective notification.

to quote my 17th ed teacher, peter Peacock: a periodic is an inspection REPORT, where your giving your opinion on an installation. An installation cert is a CERTIFICATE where your saying, hand on heart, that the new installaition complies fully with BS7671
