I have been asked to price for PIR's for landlord supplies and DB's in a 4 storey apartment block for insurance purposes and would appreciate any help or guidence. The apartments are privately owned so only the land lords supplies are our concern. In the past i have done a fair bit of PIR's on schools for my previous employer but since setting up on my own have not priced for anything of this nature. With the schools i worked out of hours so i could isolate all the circuits to be tested, plus there were drawings and previous results available. However, these apartment although the installation is only 10 years old there are no previous results, drawings or design specification. Having breifly looked at the installation it appears to have been done to a high standard and everything seems to be in order.
There are circuit designation sheets present at most of the DB's. There are 39 DB'S in total, the majority of these are 3 phase sub main DB's feeding the apartment DB's the others are DB's feeding communal areas such as corridors and the car park e.c.t. There are around 300 circuits in total although i have been told i wont be able to isolate a large percentage of these as it will cause a disruption to the residents. I also wont be able to gain access to alot of the apartments to test the circuits feeding the apartment DB's.
I am thinking of proposing to inspect a 100% of the installation i have access to and test a minimum of 30% of the circuits but will inform the client that if there are any significant defects or signs of deterration found in this sample i will request to inspect/test a larger percentage of the installation.
Firsly, does this sample size seem sufficient with the installation having no previous results? Secondly, what is the best way to price for something like this?

word your Limitations in such a way that you cover your behind
Id try and arrange access to flats on a programed basis if no access provided LIM
the carpark letter all tenants stating time/date of isolation and that the gates will be off and vehicle movement will be restricted on HnS grounds the same could be done for the comunal area lighting although dont specify a day but leaflet the day of test for particular floor/landing this is more out of curtosy that need Allow for this in your quote state such this will give client a bit of confidence
When drawing up your leaflets explain this is to allow for testing of landlord supplies and put your own number ,services ect use it as marketing ( loads of work in a small traveling area you may get some work off the back of it
dont set 30% set 100% as far as practicable
 
Thanks for your reply, I have spoke to the managing agents and they want us to test and inspect 100% of the communal area supplies but only 20% of the supplies feeding the apartments as they want to keep the disruption to the residents to a minimum. There are 39 dbs in total and we will be testing around 220 circuits, do you think around ÂŁ6000 is excessive? I have not quoted for anything of this nature before so any feed back would be much appreciated.

Are you and the client certain that this is 100% on the inspection?
Every light fitting, switch, socket etc. to be opened up and examined?

The idea is to minimise dismantling because of the faults that can be introduced by doing so, that is why most inspections start at say 30%, only increasing the sample percentage if the 30% inspection reveals above average defects etc.

Often, the client does not appreciate this and just pushes for the highest percentage possible!
