hi

some questions:

1. Do i need to complete a PIR for a non notifiable repair to an existing installation?

2. Do i need to complete a PIR for an alteration (notifiable) to an existing installation? If so, is this compulsory?

3. I don't have the C&G 2391 certificate - does that mean i am not authorised to carry out a PIR?

a PIR is a report on an istallation
Points 1,2 are for works so its a Minor works certificate or Electrical Installation Certificate depending on what was done.

As you havent got your 1291 but i am assumeing you are a competent person you can do PIRs but not sure of the legal side

...thanks for clearing that up Scot!. I wasn't sure of where the ground lay!

I am a competent person (part P, 17th edition qualified); would be nice to find out what the legal implications are for a person carrying out a PIR.

Not questioning your statement atall (who am i to judge?) but being able to provide evidence of competence would be crucial for you in the event of a problem. The 2391 is considered the minimum requirement of this, but proveable Inspection & Testing ability & experience could carry more clout...

No offence intended to you or any other, but the quals you mention alone are not by themselves proof of competence to carry out Periodic assessments. But as stated, nothing in statute to say you`re not qualified to do that - just as you are.

The one other legality you should address would be re: Professional Indemnity Insurance - not hugely expensive but a must in my view (if not in the Law`s too)

...you make interesting points. The reason for my original question was that i was led to believe that one can only inspect other peoples work with the C&G 2391! And i appreciate that having just passed the 17th edition doesn't necessarily make one an "electrician".

I've been told directly by an niceic assessor that I don't need the 2391 to do the pir. If it was a requirement, then an niceic registered person without the 2391 could not change a consumer unit, as a pir of the installation is needed to accompany the work (if that was all that was being done). Hope this helps.
 
A PIR is not a requirement to upgrade a consumer unit, however a full set of test results should be recorded with the installation cert.

Obviously a quick check round etc to make sure there are no major problems should be carried out.
