I think it was something to with the plastic pipe he has just bought from Rothmans. Apparently it melted when he tried to light it.
I know mine did.....

That’s why it’s worded “extraneous” pipe rather than incoming.
Example there of a metallic outgoing pipe… still extraneous, requires bonding...
