Look under Engineering courses and their content, although depending what you want to do and achieve with the programming the basics are easy to self teach but the advanced functions take some serious learning.

You can download for free the software for most micro PLC's and run the examples on your computer and try design your own function systems.... but you probably won't be able to pick up the ladder form method easily but the now common drag and drop function block method is good for a starting point and allows for more options and easier implementation.
