We had a electrical panel made of Mild Steel which contains Starters rated 3-phase 440v and control circuit voltage of 230V taken from a phase and neutral. The problem is that, while testing the panel we are getting a voltage of 230V between a phase and body. The body is not earthed. There is no contact between neutral and body anywhere. When Meggar test is done, we got a resistance of 100 ohms. Why is this so? What would be the reasons for this to happen?
 
100 ohms is a fairly low resistance the sort of reading an earth rod would give.what is you,r box mounted on.you iwill get a voltage because you have an earth path.current will flow through your test leads
 
where is the panel when you test it is it on the floor or wall dont forget you are standing on earth and the fabric of the building can act as a earth but shouldnt be relied on, and yes to previous post is it wise putting power into a control box if you havent earthed the box itself, if you had a fault you could have been electricuted, this is the fundimental basics of safety so may i ask if you are qualified to do what you are doing.
